REarrangeing smallies

OK i click and drag them to the order I want and then I click refresh. But every time I log back on they're back the old way. what am I doing wrong?:icon_shrug:

For a while there I thought it was just my icons that were moving... :icon_shrug:

I'm wondering if that is one of the glitches/bugs that's being worked on.. I'd like to be able to arrange/rearrange my icons if that is possible.
