Bills had the cheapest tickets last season, I doubt it went up much so it's not surprising. Maybe the Dolphins should look into dropping ticket prices for their ****** *** team.

This is how I would do it...

Start the season with "free beer or soft drink" with ticket stub presented." You present your ticket and they punch a hole in it.
I would also hold lots of drawings on radio stations and festivals to win free tickets but those tickets will have a stamp on them so that the "free beer or soft drink" offer will not be valid.

As the season goes on, if the team is playing better and tickets are starting to sell, I would drop the offer.
If the season continues to suck and the attendance is horrible, make that last home game be "free child admission with adult purchase."
