SAN DIEGO (AP) -- Outside linebacker Shaun Phillips signed a six-year contract with the San Diego Chargers on Tuesday.

The deal keeps Phillips from becoming a restricted free agent. Phillips became a starter after Steve Foley was shot by an off-duty police officer eight days before the season opener.

Phillips had a career-high 11 1/2 sacks, contributing to the Chargers' NFL-high of 61. He was second among NFL linebackers, behind only teammate Shawne Merriman, who led the NFL with 17.

"I've had to coach against Shaun the last few years and he's become an outstanding complete player," new coach Norv Turner said in a statement. "He's one of many guys that I'm really looking forward to working with."

General manager A.J. Smith has signed 24 players through at least the 2009 season and eight through at least 2011.

Foley was shot near his suburban home by an off-duty Coronado officer who suspected him of drunk driving. Foley missed the season and might not play again.
