The San Diego City Council agreed Tuesday to spend up to $100,000 to retain a sports consultant to begin talking with the Chargers about the franchise's proposal for a new stadium.

The panel also established a negotiating committee led by the consultant, Paul Jacobs, and composed of council members Donna Frye and Scott Peters and representatives from the offices of the mayor, city auditor and city attorney.

The actions taken by the council in closed session were reported by City Attorney Michael Aguirre during the public portion of the meeting.

The team wants to place its proposal ---- to build a new stadium in Mission Valley to replace the existing Qualcomm Stadium ---- before voters in November 2006.

Under the Chargers' proposal, the team would pay the estimated $450 million cost of a new facility in exchange for 60 acres at the current 166-acre site of Qualcomm Stadium.

The cost of the stadium, and about $175 million in infrastructure and road improvements incurred by the Chargers, would be recouped by building about 6,000 condominiums on the 60 acres.</blockquote>
