Raiders' recent commitment to losing should suit Chargers in opener

    <font class="newstext">The Raiders have had three straight losing seasons for the first time since the early 1960s, winning just 13 of their last 48 games. And, if most experts are correct, there isn't much reason to believe this season will be a whole lot better.</font>

    <font class="newstext">But at least the Raiders did not stand still in the offseason. Much of the team was rebuilt, beginning with the coaching staff, where Art Shell returns to the job he held from 1989-94. One of his assistants from that final season, Tom Walsh, is the offensive coordinator; his last job was operating a bed-and-breakfast ranch in Idaho, and he has not coached anywhere since 1998 at Idaho State. </font></blockquote>
